We have Apache installed in a non-standard location /opt/lampp and it wasn't install by rpm.

How can I get waxd installed so it doesn't check for the httpd rpm?

On Redhat and CentOS you are use --nodeps

E.g.
rpm -Uvh --nodeps wax-0.9.20817.1722-1.i386.rpm
